In the Kisvei Arizal (Pri Eitz Chaim) it says its very conducive for every Neshama to Cry over the Beis Hamikdash and the Golus HaShechina during Bein Hamitzarim after Chatzos of the Day. Therefore Tikkun Chatzos is said during the three weeks after Chatzos of the day and one Should Cry Over Our disconnection from H-shem due to our many sins.

Rebbe Nachman of Breslov thought that any Jew no matter what level he is on should try his hardest to rise each and every single night and recite Tikkun Chatzot.

Tikkun Chatzos is made up of Two Parts Tikkun Rachel and Tikkun Leah.

Tikkun Rachel Is Said sitting on the Floor (not directly on the floor one should place something on the floor to sit on) and if possible place ashes on the head on the place where men put on tefillin.

Tikkun Leah is said after getting off the floor.

On Tisha Bav only Tikkun Rachel is said. During the Year when Tachanun is not said Tikkun Rachel is not said. Only Tikkun Leah is said on those days.

The Gemara Says that Only those who Mourn Over Her will see her Rebuilt. For those that feel its too long could leave out the Five Kinnos in Tikkun Rachel. The Shulchan Aruch says better to say less with Kavannah than more with no Kavannah. May We See the Geula Shleima Speedily In our Days! Amen.
